The Florida Electronic Library Administrator works with the Florida Library Network Council (FLNC) to coordinate this process, and cost efficiently and cost effectively, license a collection of statewide core electronic resources.
The FLNC, comprised of representatives from all types of libraries, acts as a steering committee for the planning and implementation of statewide library resource sharing programs.

Since its conception in 2001, and official launch in December 2003, the FEL has been funded through a Library Services and Technology Act grant, from the Institute of Museum and Library Services, administered by the Florida Department of State's Division of Library and Information Services.
